Newly opened refinery expansion ruined in just days, to be closed for months

GasBuddy Blog -- Motiva, a joint venture between Royal Dutch Shell and Saudi Aramco, recently attempted to start operations at the expanded portion of the refinery and were met with trouble. Today we learned, according to various sources as well as Reuters, that the new expansion has been virtually ruined, and may be closed for repairs for months, or even a year or more.

You'll recall that June 14 we wrote how a small fire was impacting operations at the plant, and we had mentioned corrosion as a cause. After a second fire in virtually the same spot, refinery operators knew something was amiss with the plant. Upon further investigation, and now confirmed by Motiva, the plant will be down for a significant amount of time.

Corruption abounds, truth is becoming a lost art! Critical parts maybe should have been made from titanium vice iron, as steel corrodes. Even so, steel in a new plant should not have corroded prior to start of operations.

If there are concentrations of an acid or base with high temperatures (700F), confined within equipment and stainless steel piping, things will happen. Some good Hazard Analysis, Risk Assessment and Inspections needed at every step of the process? This is Not a good thing for gas prices or Port Arthur, Texas! Many parts to replace and lots of money to be spent for man hours worked to get this refinery working properly. The refinery was so close to being started but unknowingly so very far away. With all the negative comments about the West Coast, with the Cherry Point, Wa. refinery fire and the high gas prices, maybe some of those Big mouths can make negative comments about Texas and this refinery. Whatever the size or shape of the vehicle, Produce and ‘Drive’ vehicles with high MPG, are very safe, reliable, have a ‘reasonable’ cost and a good ‘value’ for the money. Consider using other forms of less expensive transportation to lower your cost. The price of fuel at the pump is too high! 12/22/2012
